Shock from a SoftRide stem.
Looks like a pull shock off the bottom of a Schwinn S A A S.
Since it looks like the pull operated shock on a Buell motorcycle, I will guess the shock from one of the Schwinn bikes with Buell designed rear suspension. I don’t know enough about them to give a specific model since I’m guessing based on motorcycle knowledge.
It looks like a Works Performance rear shock from a Barracuda.
My guess is a spring compression tool.

@Firstflight: So this is some sort of pull shock? The Schwinn is a GT RTS of the same era, except with the shock under the downtube, instead of above it.
I have a Buell SASS bike. Shocks under the downtube aren’t uncommon either. Google Giant ATX 1000.
