Hard to see well in the photo…
Seat tube mount cable guide for 3 speed rear hub. Brand unknown.

It’s a Simplex De-multiplicator, used often on bikes with bar end shifters to shorten the lever throw. One cable goes from the shifter to the De-multiplicator, which moves the fulcrum and activates the second cable that goes to the rear derailleur. Worked like a charm on my Alex Singer randoneur.
old front derailleur mount or an old after market indexer to work with friction shifters
i second the first marks comment it is a simplex de-multiplicator.
Answer from our source:
“In my many years in the bicycle business, I have never seen another one of these made by Simplex…I have had this for 30 + years, and it basically takes a one cable arrangement and makes it a two cable arrangement. “
Mark was actually more right, a quick google turned up http://budgetbicyclectr.com/simplex-demultiplicator-relay.html
“A nice little cable stop that makes the shift lever actuation a little less sensitive. Never mounted, never used. “One side is connected to the right hand control lever, the other side to the rear derailleur. The purpose is to spread the movement of the lever making gear changing a positive no fumbling operation, especially on close ratio freewheels.” Mostly used with Bar end shifters.”
Kristibee, I used to see quite a few of them working in shops in the late 60′s and early 70′s, mostly on French bikes as you can imagine. Oops, did I just date myself?
