It’s the IRD cable actuated seat post release as Will Black already stated. Used in conjunction with a Height Rite spring it was the ghetto late 80s/early 90s version of today’s dropper posts….with this being the “advanced handlebar mount” version.

Remotely actuated seatpost QR for use with a hite rite. A reliable, modern version of this could make dropper posts obsolete.

Answer from Shiggy: “Interloc Racing Design remote seat binder QR. Used with a Hite-Rite and a thumb shifter on the handlebar.”
