fork mounted tennis raquet holder for sure. Had one on my Sears Free Spirit 10 speed in the 1980′s used to ride to the courts to play.
It is a pump clip
It took a few minutes to percolate but definitely a tennis racket carrier. The felt lined clamp fits around a wood racket shaft and the other part clamps around a fork leg.
Had one on my Varsity as a teen and actually used it……yup, fork mounted tennis racquet clip.
I think I actually have one of those tennisracket holders complete with the spanner of course floating around in my garage
