Some bizarre rear dropout adapter to use 120mm (track) wheels in a 130 or 126mm (hard to tell) frame?

It looks like some kind of truing stand adapter since it appears to have finger knobs … but the face of the cone-shaped part appears to be coplanar with the dropout face, so all it would accomplish is offsetting.
It doesn’t appear strong enough to be used on a loaded axle though. Perhaps it’s a roof rack adapter to accomodate disc brake calipers.

Perhaps they are part of a fender mounting system? This part may be used to mount the frame of the fender to the axel.

Adapter/dropout based minimalist front suspension. Copy of early Monark (spelling?) dropouts usually one motor-assisted bikes.

MS – it was supposed to be the 180th anniversary, but they couldn’t fit the three digits in there without making the chain even narrower, so they just went with 80.

Answer from Jeff at First Flight Bicycles: “Suspension dropouts that mounted to the existing fork dropouts and gave some suspension action when the wheel was mounted in the adapters.”

Suspension? Boy, I just don’t see it. The “axle” of this piece must pass through a captive elastomer. Somehow, I don’t see the 0.01″ range of motion of this device to be noticeable compared to the 2.00″ of the inflated tire. Heck, the knobs on the tire would have more suspension effect!
