That is a tool for an anti theft QR set. Install the tool in the end of the skewer to tighten or loosen it.

Gonzo Mudslingers ratchet. Probably the only 3DV bike part our shop couldn’t move in ’92.

It looks like a tool to adjust the proprietary seat collar compatible with a Campy Seat Post.
